Not sure what problem you think you're addressing here. I assume most of it still has to do with avoind gamecrashing numbers of players congregating in 1 or 2 systems.
As others said, you need to remove the reason to blob instead of just making it a bit harder.
Reasons people blob: 1. More firepower is good 2. POSses require large fleets to destroy 3. Moving around is really easy (warp to zero and capital ships cynochains). 4. Few targets around, so all converging to kill 1 target is good (i.e. capital shipyards). 5. To have a chance at killing some ships, you need a big blob (mothership/titan)
Reason 1. is undisputed, you can't go around changing that.
Reason 2. would require a considerable rethink. But some system should be conceivable.
Reason 3. Warp to zero is here to stay, but capitals move around way too easily IMO.
Reason 4. Ties in with reason 2, you need to find a balance between making it viable to run around in smaller ships to shoot stuff, and still having it be worthwhile to build infrastructure. You want to encourage people to build up infrastructure (i.e. you have to make it worthwhile), make that stuff reasonably defensible, but not too much. First thought on my part would be to greatly enhance moonmining (more stuff to mine, more yield), but at the same time restrict moonmining to small POSses. That way people would want to build small POS to generate revenue, but would need to defend them against attackers. More targets = less blobs. And you would shift the grind a bit. Instead of grinding 'mining' or 'ratting', there would be less of that, but more protection of such assets in PvP.
5. Titans only discourage blobs for people who don't have them. They are too much of a battlewinning setup atm. Remove the DD and the titan is still a very useful tool, but not the 'must have 5 of them' that it currently is. As a compensation, make the jumpbridge usable every 15 minutes instead of every hour. And remove the scramble immunity.
Motherships are equally bad really. Nigh impossible to kill unless you bring an 'alphastrike' amount of dreads (30-40) to kill it before it can jump out. Remove the scramble immunity and it will become a lot more vulnerable to smaller gangs.
And nerfing supercapitals also means that the 'OMG, have to kill the shipyard at all cost before it hatches another titan' attitude can be abandoned by alliances without paying a terrible price later.
Aside from that, adding some AOE weapons isn't bad, but I don't see how you think that would solve blobs in any meaningful way.
